It is with great honour and a deep sense of responsibility that I welcome you to the official website of the Oyo State Rule of Law Enforcement Authority (OYRLEA) —an Authority dedicated to upholding the road, traffic, environmental, open grazing and other related laws that ensure peace, order, and sustainable development in our beloved state.
His Excellency, the Executive Governor of Oyo State, Engr. Oluwaseyi Makinde, in his wisdom and unwavering commitment to the well-being of the people, established this Authority to create a structured, lawful, and thriving environment for all. As he rightfully stated, “Where there is no law, chaos reigns, and sustainable development cannot be achieved in a chaotic environment.” These words serve as our guiding principle as we work diligently to enforce regulations, promote civic responsibility, and safeguard the rights and safety of every resident.
We extend our profound gratitude to His Excellency for his visionary leadership in creating this Authority and prioritizing the welfare of the people of Oyo State. We also appreciate the Board Members and all stakeholders who have played pivotal roles in supporting this mission.

Major Activities of the Authority

Enforcement of Environmental, Traffic, and Anti-Open Grazing Laws

The Authority leads statewide operations to enforce compliance with environmental standards, road traffic safety laws, and anti-open grazing regulations. This includes the deployment of monitoring teams, issuance of penalties to violators, and collaboration with security agencies to ensure effective law enforcement.

Operation and Support of Environmental Tribunals and Mobile Courts

To ensure speedy and efficient prosecution of offenders, the Authority facilitates the establishment, furnishing, and operations of Environmental Protection Tribunals and Mobile Courts. It also monitors case outcomes to ensure proper sanctions are issued in line with existing laws.

Inter-Agency Collaboration and Stakeholder Engagement

The Authority works closely with other Ministries, Departments, and Agencies (MDAs), as well as Local Governments and NGOs, to promote environmental sustainability and traffic safety. It organizes seminars, workshops, and stakeholder forums to foster synergy and review policy effectiveness.

Data Collection, Research, and Policy Advisory

A critical part of the Authority’s work is the collection and analysis of data on infractions. Through research and field studies, it identifies trends in traffic and environmental issues and makes informed recommendations to government for policy improvements and technological adoption.

Monitoring and Evaluation of Contractors and Public Feedback Mechanism

The Authority monitors waste management contractors and consultants engaged by the government, assesses their performance, and provides reports for accountability. It also operates a public feedback system to gather citizen input on enforcement practices and service delivery.

OBJECTIVES OF THE AUTHORITY

Oyo State Rule Of Law Enforcement Authority

To oversee the enforcement of Oyo State laws and regulations made pursuant thereto, relating to healthy and environmental standards, maintenance of road traffic safety and anti-open grazing regulations in Oyo state

To foster and facilitate a working relationship with other Ministries, Departments and Agencies of Government with a view to providing and ensuring the effective exchange of information to achieve traffic safety and environmental sustainability within the State;

To facilitate the equipment and furnishing of Environmental Tribunal and Mobile Courts

To devise strategies to aid enforcement of and compliance with environmental standards and traffic laws in the State; To collect data on and maintain such number of database on infraction of traffic, environmental and anti-open grazing laws

To establish a feedback mechanism, with members of the Public, on the implementation and Enforcement of Traffic and Environmental Laws and Standards

Conduct seminar and workshops for stakeholders in traffic and environmental sector on the effectiveness and review of traffic and environmental laws and standards

To monitor the performance of any contractor and consultant engaged by the Government for waste disposal, and make report on their performances

To Conduct research into Traffic and Environmental challenges and make recommendations for policy improvement

To promote Traffic Standards and Environmental protection in collaboration with relevant Ministries, Departments and Agencies, Local Authority and Non-Governmental Organization;

To oversee, monitor and evaluate the activities and performances of Environmental Protection Tribunal and Mobile Courts set up under any Law of the State

To ensure that matters before Mobile Courts and Tribunals are handled diligently and appropriate sanctions are issued as may be necessary and permitted under the relevant Laws
